Irving L. Finley Jr. 92 of Harrisburg, PA, passed peacefully on November 4, 2009 at the Philadelphia home of his deeply devoted daughter, Laurene Finley, Ph.D. He was the son of Irving and Mary Finley, Sr., beloved brother to Esther, Florence and Ida Mae Finley now deceased and father to the late Irving L Finley III. He was married to the late Zola Washington Finley. In addition to his daughter; he is survived by his sister Rachael and step-brother, Carrothers Moore, nieces, Jacqueline Moore, Ph.D. and Delores Pitts, nephews Daryl Moore and Edward Gay, four great nieces and one great nephew, cousin Mary Talley and a number of Washington-family, nieces, nephews, great nieces and nephews. As a Fel's Scholar, he was the first African-American to have received his Masters degree in government administration, University of Pennsylvania's Wharton School. He was retired for more than thirty years in an administrative capacity from the Pennsylvania Department of Public Welfare, he also held a number of leadership positions as an active member of Capital United Presbyterian Church. Services will be held in his church, 1401 Cumberland St, Harrisburg, Wednesday November 11, 2009 at 11 AM.
